Dave Kovic runs an employment agency. He bears a striking resemblance to President Mitchell, and on the side does Presidential impersonations. The Secret Service hires him to cover for Mitchell at a speaking dinner, during which the real President, visiting his mistress, suffers a stroke. Chief of Staff Bob Alexander inveigles Dave into continuing the public impersonation until Mitchell recovers, while he wields the true power. But the new charisma "Mitchell" exhibits is not unnoticed by the press corps or the First Lady, and worse for Alexander, Dave starts applying some of his power for the greater good. A film like this shouldn't work, but Kevin Kline pulls it off perfectly.
