Bumbling Brit Mr. Bean embarks on a haphazard French vacation.

Mr. Bean enters and wins a church raffle, earning a trip to Cannes and a camcorder. Opting to record his vacation on his new electronic toy, a typically accident-prone Bean endures a number of ridiculous mishaps hampering his plans for a sunny getaway from London's rainy weather, inadvertently spilling coffee in a man's lap, separating an acclaimed director and Cannes Film Festival judge from his son, and ending up as an unwitting cast member in a commercial intended for consumption at the world-famous festival.
