Part of the US Homeland Security Department. FEMA was made a cabinet-level agency by Bill Clinton. The next president, George W. Bush, gutted it and shifted the agency to DHS, and FEMA found itself ill-prepared to handle the enormous disaster caused by Hurricane Katrina in 2005. See also Director of FEMA.
