Best known as a leading advocate of the "Fair Tax," a popular right-wing proposal that supersedes the 16th Amendment, replacing personal and corporate income taxes, capital gains taxes, gift taxes, estate taxes, Social Security taxes, Medicare taxes, and other taxes with a federal retail sales tax.
