Foster failed to report the purchase of KKK member David Duke's mailing list in 1995, which he disguised as a business transaction for "Billodeau Computers" for $102,000. That was actually a sham to have a confederate purchase Duke's mailing list for $97,000. An additional payment for continued use of the names was made for $52,000 in 1997, also diguised in a similar manner. Foster was ordered to pay a $20,000 penalty for this violation of Louisiana electoral law.
