When a teacher asked students their plans for the future, Owen announced he wanted to be an actor. As Owen tells it, his teacher then encouraged classmates to laugh at him. Upon graduation from high school, Owen applied to the Royal Academy of Dramatic Art, and was rejected. He spent two years collecting unemployment, occasionally working as a housecleaner, and acting in local productions when he could, before applying again and being accepted by the Royal Academy. In 1988, he joined the Young Vic, and played Romeo in a stage production of Romeo & Juliet, and married Sarah-Jane Fenton, who played Juliet.

His first film was Vroom in 1988, and later starred as Ross Tanner, a cop with a virus that affects his vision, in the BBC series Second Sight. He came to stateside awareness in The Croupier, a British film that flopped in Britain in 1998, but found appreciative art-house audiences in America a year and a half later. He was the assassin in The Bourne Identity, and played a valet in Robert Altman's ensemble piece Gosford Park. He has played gay in Bent, bisexual in Noel Coward's play Design for Living, and had an affair with his sister in Close My Eyes.
