Appointed Commander of the Armed Forces in 1989, he has permitted Syria to have an undue influence in the affairs of the Lebanese Army. The constitution had to be amended to permit the head of the armed forces to assume the presidency, which he did in 1998 after unanimous election by the Lebanese Parliament (Walid Jumblatt's party bloc being absent). A further constitutional amendment permitted him to extend the term of his presidency.
