Scrap metal tycoon Harry Brock is aiming to exert political influence and finds his girlfriend Billie's knowledge and social skills inadequate; he hires reporter Paul Verrall to educate her. But beyond Harry's request, this seemingly dumb girl awakens to her situation and finds much to be desired.
