Fifth-generation Pittsburgh cop Tom Hardy testifies against his partner (and cousin) Jimmy during a police inquiry, earning him no friends on the force; Jimmy commits suicide by jumping off a bridge. And after suggesting a police officer is responsible for the death of his father, Hardy receives a demotion to river policeman. Now two years later, someone is killing his old girlfriends, but he can't mention their connection to him without making himself a suspect. A lot of clichés and a lot of plot in this cop thriller.
