Montgomery County paid a private firm, the Peterson Company (operating as PFA Silver Spring LLC), to redevelop the downtown of Silver Spring. In 2007 the company banned photography of that same public downtown, citing the desire to protect its brand. Private security guards hired by Peterson would harass individuals on the public street who appeared to be taking pictures. After some well-deserved bad publicity regarding Peterson's odd interpretation of the 1st Amendment, and questions as to why a private company was allowed to enforce a nonexistent "law" such as this, the policy was quietly rescinded.
