The 1992 affair involving members of the US House of Representatives who (many of them knowingly and repeatedly) overdrew funds from the shockingly mismanaged House Bank, without incurring any kind of financial penalty whatsoever. Although no taxpayer money was involved, these transactions amounted to secret, interest-free, personal loans.

The final list of those involved, released April 16th, named 267 House members who had written at least one bad check. Among the group were 178 Democrats, 87 Republicans, and 1 Independent. Out of 20,193 total overdrawn checks, 15,409 (76%) were issued by Democrats, 4,779 (24%) by Republicans, and 5 by independent Bernie Sanders.
