Originally elected on an anti-corruption and anti-inflation platform in 1994, in Belarus's first democratic presidential elections, in a field of six candidates -- winning 80% of the popular vote in the runoff. Unfortunately the economy of Belarus is totally dependent on that of Russia, with intractable issues that necessitate distortions making reform virtually impossible. Belarus cannot even afford the energy required to keep the nation powered. Lukashenko has thus taken a vitriolic, anti-Western stance, seizing power by the use of rigged elections and provoking most of the Western ambassadors (and even Russia, for a time) to withdraw from the country in a 1998 incident. Belarus also exports large amounts of weapons to problem nations including Iran, Iraq, Sudan, etc. A 2004 "referendum" ended limits on presidential terms. Lukashenko's actions grow quirkier over time. An unusual new law mandates that 75% of broadcast media must consist of Belarusian artists over foreigners, and another that all businesses must maintain "books of suggestions and complaints".
