Attorney elected to US Congress in 1992, succeeding Elizabeth J. Patterson and representing South Carolina's 4th Congressional District. Served three terms but did not stand for re-election in 1998, instead running unsuccessfully for Senate, losing to Fritz Hollings and succeeded in Congress by Jim DeMint. Elected for three more terms in Congress beginning in 2004. Conservative Republican; generally anti-abortion rights, anti-gay rights, pro-gun rights. Supported 1998-99 Clinton impeachment, 2008 Wall Street bailout; opposed 1993 North American Free Trade Agreement (NAFTA), 2008 GM/Chrysler bailout, 2009 economic stimulus, 2010 health care reform. Lost Congressional seat in the 2010 Republican primary, and succeeded by Trey Gowdy.

After the election, derided right-wing claims that Barack Obama is "a socialist, communist Marxist who wants to destroy the American economy so he can take over as dictator," and said that Republicans have pursued "a dangerous strategy, to build conservatism on information and policies that are not credible". Earned a lifetime 93% rating from the American Conservative Union. "[Obama] is a liberal fellow. I'm conservative. We disagree ... but I don't need to call him a socialist, and I would hurt the country by doing so."
