Executive summary: Congressman from New York, 1945-71

Expelled over misappropriation of funds by the US House in March 1967 by a vote of 307 to 116. The US Supreme Court ruled this act unconstitutional in 1969. A special election was called to fill his House seat, which he won, but never took his seat. Powell was defeated by Charles Rangel in 1970.
