Executive summary: Congressman from Michigan, 1993-2011

Physicist and state legislator elected to nine terms in US Congress beginning in 1993, filling the vacancy caused by the death of Congressman Paul B. Henry. Moderate Republican; anti-abortion rights, anti-gay rights, pro-gun rights, anti-net neutrality. Legislative back-bencher, mostly known for advocating and overseeing the implementation of software used to track legislation, amendments, transcripts, and Congressional floor vote tallies. Supported 1997 Kyoto Protocol to address climate change, 1998-99 Clinton impeachment, 2001 USA PATRIOT Act, 2002 Iraq War resolution, 2004 restriction to bankruptcy rules, 2005 Central American Free Trade Agreement (CAFTA), 2006 Secure Fence Act, 2008 GM/Chrysler bailout, 2008 Wall Street bailout; opposed 2009 economic stimulus, 2010 health care reform. Did not seek a tenth term in 2010, announcing his retirement after his wife suffered a heart attack. Succeeded in Congress by Justin Amash.
