Attorney elected to nine terms in US Congress beginning in 1993, succeeding Jim Jontz. Conservative Republican; anti-abortion rights, anti-gay rights, pro-gun rights, anti-net neutrality, pro-PATRIOT Act. Supported 1993 North American Free Trade Agreement (NAFTA), 1998-99 Clinton impeachment, 2001 USA PATRIOT Act, 2002 Iraq War resolution, 2005 Central American Free Trade Agreement (CAFTA), 2006 Secure Fence Act, 2008 GM/Chrysler bailout; opposed 1997 Kyoto Protocol to address climate change, 2008 Wall Street bailout, 2009 economic stimulus, 2010 health care reform. Long-time member of the US Army Reserve, called to active duty for the Iraq war in 2003, but his orders were rescinded before his deployment. According to a letter released by Buyer, Army brass expressed concern that a Congressman's "high profile status" might "put in jeopardy your safety and the safety of those serving around you."

Drew negative media coverage in the late 2000s for his association with the Frontier Foundation, an educational non-profit founded by Buyer in 2003, purportedly to provide scholarships for college students. According to news reports, in its first six years the Foundation, operated out of Buyer's Congressional office with his daughter as its president, received more than $850,000 in contributions, while spending $258,136 on salary, fundraising, and other expenses, and issuing only $10,500 in grants. Buyer has stated that he is no longer associated with the group, which subsequently relocated outside his Congressional office, and his daughter left the Foundation's employ in 2009.
