Executive summary: Governor of New Jersey, 1970-74 During Cahill's tenure in 1972, his close friend, New Jersey Secretary of State Paul J. Sherwin, and another Republican associate, fund-raiser William C. Loughran, were convicted of bribery and extortion. Two more indictments followed in April the following year for conspiracy and bribery, and still more in May, including a former New Jersey State Treasurer.
