Stuart Bowen worked on George W. Bush's first gubernatorial campaign in Texas, then got an administrative post in Austin. He was part of Bush's legal team challenging recounts in the 2000 election in Florida, and was first appointed associate counsel under Attorney General Alberto Gonzales, then deputy staff secretary under Harriet Miers. Appointed Inspector General for the Coalition Provisional Authority (CPA) in January 2004, and Special Inspector General for Iraq Reconstruction in October 2004, overseeing $22B in Iraq reconstruction funds.

Bowen was under FBI investigation for alleged electronic tampering, fraud and abuse of power.[1]
