Admiral James O. Richardson was placed in charge of Pearl Harbor in January 1940, during which time he made trouble for himself by complaining to President Franklin D. Roosevelt -- twice in person -- that the defenses there were insufficient to dissuade a Japanese attack. Rather than accede to the admiral's requests, FDR transferred Richardson stateside in January 1941.
