Jacobs was on the board of trustees of the Woodrow Wilson International Center and was on the General Advisory Committee on Arms Control and Disarmament. He also served on the Chief of Naval Operations Executive Panel, on the Woolsey Panel, a classified body which examined U.S. overhead reconnaissance. Jacobs served on the Defense Policy Board to advise the Secretary of Defense and Chairman of the Joint Chiefs of Staff on large policy questions. A decade ago, Jacobs was the chairman of the Jacobs Panel, which conducted a bottoms up review of counterintelligence policy.
