Elected to Sacramento City Council 1971, became Vice Mayor in 1977.

Spent time in internment camps for Japanese-Americans during WWII, 1942-45, though he was too young to remember the experience. He was however one of the sponsors of the 1988 law the apologized for the internements.

His death was caused by complications of Myelodysplastic Disorder (MDS).
