In his book Of Paradise and Power: America and Europe in the New World Order he asserts that "Americans are from Mars and Europeans are from Venus: They agree on little and understand one another less and less."
Kagan has a background in government. In 1983, he worked as an advisor to Congressman Jack Kemp, which he left to join the Reagan administration as one of several speechwriters for Secretary of State George Shultz. Two years later, Elliott Abrams picked Kagan to head the Office of Public Diplomacy, whose mission was to drum up support for the Contras. During this time, Kagan technically held the post of Deputy for Policy in the Bureau of Inter-American Affairs, where he remained until 1988.
