Chief Counsel to Senators Edward W. Brooke (1973-79) and David Durenberger (1979-80). He was Executive Director of the Leadership Conference on Civil Rights (LCCR) from 1981 to 1995, and chairman of the Block Bork Coalition in 1987, which help to block Robert Bork's appointment to the US Supreme Court. Neas was an unsuccessful candidate for the US House 8th Maryland district, 1998. Since 2000 he has served as President of the liberal activist organization People for the American Way. Under his presidency membership of PFAW increased from 300,000 to over 750,000.
